Bad regulations — bad roads

The article discusses the set of regulations for road agency SP 34.13330.2012 approved by Ministry of Regional Development in terms of their urgency and accordance to Russian and world-wide standarts and road safety regulations. It analyses innovations and adoptions from the new document in comparison with outdated standards which are 30-40 years old, estimates incompleteness and weak spots of accepted regulations and possible risks in case of confirmation of the new document as an obligatory standard.
