United coordinate space for objects of road industry

The article discusses the question of the creation of united coordinate space for the State Company Russian Highways objects. It is proposed to establish departmental geodetic control network (VOGS) consisting of 1) framed points network for dimensioning of the VOGS to state coordinates and heights systems, and 2) reference points network designed for framework points extension close to road industry objects. It is dealt with the process of VOGS creating in several steps. The proposed solution allows: 1) to apply the VOGS at all kinds of road activity; 2) to reduce the engineering survey costs; 3) to ensure the compatibility of data in different coordinate systems; 4) to enable the execution of works in different coordinate systems (SK-42, SK-95, GSK-2011, regional MSK, local, etc.); 5) to enable a holistic coordinate description of information models of the objects.
